• Support contractors pursuing U.S. federal, state, and local opportunities by reviewing solicitation requirements, identifying bid risks, closing compliance gaps, strengthening response strategy, and preparing submission-ready packages aligned with buyer instructions and evaluation criteria. • Review each opportunity with a win-focused mindset by analyzing the scope, scoring factors, buyer priorities, past award history, competitor landscape, and mandatory requirements to help clients understand what it will take to submit a stronger and more competitive bid. • Develop bid positioning, win themes, compliance matrices, task plans, and response strategies that help align the contractor’s capabilities, past performance, staffing, pricing approach, and technical solution with the buyer’s needs and award expectations. • Conduct opportunity and market research using SAM.gov, FPDS, USASpending, DSBS, GSA eBuy, NAICS/PSC resources, and agency procurement portals to identify active requirements, relevant award history, incumbent data, set-aside potential, and agency buying patterns. • Review FAR references, agency clauses, SOW/PWS requirements, attachments, representations, certifications, insurance references, bond language, pricing schedules, and submission instructions to flag mandatory action items and prevent avoidable compliance issues. • Coordinate with clients to collect registrations, licenses, certifications, pricing inputs, signatures, addenda acknowledgements, past performance details, resumes, technical inputs, and other required materials before final delivery or portal upload. • Strengthen bids by removing weak positioning, vague explanations, unsupported claims, generic or AI-sounding content, and sections that do not clearly support the evaluation criteria or explain why the contractor should be selected.
