Served as ICT Component Team Leader and IT Consultant on the World Bank-funded Flexible Open and Distance Education (FODE) EdNet Project in Papua New Guinea (IDA Credit No. 4835-PG). Led the design, development and nationwide implementation of ICT systems supporting FODE operations. Responsibilities covered systems analysis, ICT architecture, procurement support, installation, configuration, testing, deployment, technical documentation, staff training, troubleshooting and operational handover. Designed the ICT network architecture and technical specifications for FODE provincial centres and supported procurement under World Bank procedures. Installed and configured ICT infrastructure including Cisco and Huawei routers, network switches, racks and wireless connectivity equipment. Developed the FODE Online Student Database using Oracle database technology, providing a centralized system for student registration, enrolment, academic records, course management, reporting and user access management. Led deployment of the integrated EdNet infrastructure across Papua New Guinea's 22 provinces and trained provincial FODE staff to operate and support the system. Worked within World Bank procurement, fiduciary, due-diligence and reporting requirements, including technical documentation, implementation reporting and World Bank-approved consultant selection processes. The role provided extensive hands-on experience in ICT systems engineering, software and database development, network infrastructure, systems integration, troubleshooting, technical leadership and nationwide technology project delivery.
